Issues With RTV Modification When Changing UOM of An Item (Doc ID 2507466.1)

Symptoms

In Oracle Retail Merchandising Foundation Cloud Services 16.0.028.9, After adding an item to RTV having UOM as CS (Case) the UOM changes to EA (Eaches) preventing further changes at EA level. After creating and approving an RTV using EA as the UOM, and then coming back to modify the RTV it is not possible to specify an EA change as the RTV has hardcoded CS for the item and will only accept changes at the case level.

Steps to reproduce:
1. Create an item with an inner size of 10 and case size of 100.
2. Create an RTV for the above item by clicking on create RTV.
3. Click on add items and after entering in the item#, change the UOM from CS to EA. Defaulting to CS as the inner/case > 1.
4. Click OK on the popup, note that when returning to the RTV form the unit of return has changed from Each to Case.
5. Approve the RTV and Save and Close it.
6. Click on the modify RTV link and enter the RTV# that was just created.
7. Edit the item and note that the UOM is CS and only case pack qty changes are permitted. There is no way to specify eaches even though we started creating the RTV as an Each RTV.
