Collection Transactions Export To Excel Is Not Working (Doc ID 2507704.1)

Symptoms

We are not able to export to excel all the transactions for a customer, in Collection module.
In fact, the screen is blocked and we need to refresh the page in order to change the page.

The export is working for others exports in Collection but not for Transactions.

 

Steps to reproduce:

Go to Collections
Search for a Customer
See a list of transactions
Actions / Select Export to Excel option
Open the excel file export.xls ----> error: "Export is incomplete due to error"
Only the first line is displayed

 Bug 19214202 - NEW PROFILE OPTION FND CUSTOM EXCEL EXPORT OF APPLICATIONS TABLE

The issue only exists if thousand separator is space (ie for instance for France )
Settings and Actions / Set Preferences
General Preferences / Regional
In General Preferences: Regional UI
See that Territory = France
and Number Format = -1 234,567 (thousand separator is space)
