Oracle-Managed DIPC Agent Execution Errors with " /tmp/dipcagent/<FILE_NAME>.zip (No such file or directory)" or the Synch Data Elevated Task Hangs at the "Start capture" and "Initial load" Steps (Doc ID 2508021.1)

When attempting to trigger an execution in an Oracle-managed Data Integration Platform Cloud (DIPC) instance, the following error occurs.

Additionally, the Initial Synchronize Data Load in a DIPC environment does not run. The Elevated Task hangs at the "Start capture" and "Initial load" steps.
