Symptoms

On : 11.13.18.10.0 version, Performance

CDM error when creating a new Relationship

You set up a new shipper account then tried to add a new relationship. The screen grayed out as if the box to add the relationship were going to come up but it didn’t.
You refreshed the display and the relationship was there but it was blank. UI would not allow you to add, edit, or delete this relationship.
You logged off and back on and because it wasn’t saved the relationship was no longer there.

Subject Id is mandatory

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate to CDM -> create relations
3. Pop up doesnt show up
4. Refreshing the screen -> shows up an error

BUSINESS IMPACT
-----------------------
Issue is not consistent and causing customer not to be able to enter relationship sometimes. Impact looks to be minimal
