Symptoms

Started life event collapsed by batch process

A Life Event in status Started was Backed Out by the process Collapse Life Events. Documentation states that only Detected Potential Life Events should be backed out.
Notice that the person had started the Life Event and made elections prior to the batch process backing it out.

We do not want Collapse Life Events batch process to Back Out life events the have been started or processed.
