OCI-C 18c DBCS : PSU Update 18.5.0.0.0 Prereq Check Fails Due to Patch Conflicts (Doc ID 2508560.1)

Symptoms

The prereq check for PSU Update 18.5.0.0.0 on Oracle 18c DBCS fails due to patch conflicts. The dbpatchm.log reports the below

2019-02-20 05:35:41 - INFO: patch_failed set to 1. So PRECHECK should FAIL
