Accessing Visual Builder Applications from IDCS Fails with "You are not authorized" (Doc ID 2508774.1)

Symptoms

When attempting to access a Visual Builder Cloud Service (VBCS) application from the My Apps page in IDCS, users receive the message 

"You are not authorized to access the app. Contact your system administrator."

The user is present in the user and/or group list for the application.

Cause
