Users not Showing in Dropdown When Assigning a Message in Engage (Doc ID 2508871.1)

Symptoms

When assigning a message to a user in Engage, certain users are no longer showing in the dropdown box where assignees are selected. This is despite the users being assigned to the proper bundle and possessing the proper permissions.
