Error: 'Bad Oracle Access Manager Request' When Attempting to Login to P6 Professional After an Upgrade

Information in this document applies to any platform.
When attempting to login to the P6 Professional application after the Cloud environment and P6 ClickOnce application (where SAML SSO is configured) have been upgraded, the following error occurs.
Bad Oracle Access Manager Request
Unable to process the request due to unexpected error.
The issue can be reproduced at will with the following steps:
- After a Cloud environment upgrade, upgrade the existing P6 Professional installation.
- Start P6 and login.
- View the reported error.
