Outlook - Import Deployment Package Does Not Work After 19A Upgrade (Doc ID 2509227.1)

Goal

On : 11.13.19.01.0 version, Microsoft Outlook

Inconsistent behavior of the browsers in uploading the custom package.
Steps:

logon
Setup and maintenance
Search for "Manage Outlook Client Deployment Packages"
select "Manage Outlook Client Deployment Packages"
select the custom package

Click on the import button
-> nothing visible happens.
-> the popup window to select the file does NOT show up

Click on actions
select import

-> the popup window to select the file show up
-> select the package I just created
-> click ok
-> nothing visible happens
-> when I click somewhere on the screen , the popup disappears.
-> but file is not imported.
 

-> Updated Description
-> Click Save

Description was saved

retried the Import several times. File was NOT imported.

then I tried with Chrome:


using Chrome Version 72.0.3626.109 (Official Build) (64-bit)
Cache cleared

logon
Setup and maintenance
click on search on right hand button
-> nothing visible happens.
