Goal

Release 19A has new Enhance Item Security Configuration feature as mentioned in https://www.oracle.com/webfolder/technetwork/tutorials/tutorial/cloud/r13/wn/pm/releases/19A/19A-scm-pm-wn.htm#F5952

Based on which customer can create public item classes. However when user is trying to create an Item class and select the public check box it is disabled. How to create a public item class for existing customers ?
