Unable to Transfer Employee from one Payroll to Another payroll and getting error:

The issue can be reproduced at will with the following steps:
1. Person Management - search after employee.
2. Manage Payroll Relationship - Add new Payroll.
3. Transfer Payroll - Error occurs.
