Content and Experience Cloud Custom Role Grants Contributor Role but Assigned Users are Unable to see Folders (Doc ID 2511151.1)

Symptoms

The user created a Custom Role that is used to grant the 'Contributor' role to new members of a Folder in Content and Experience Cloud, but users assigned the custom role are not able to see the folder they have been made member of.  Rather users have to be individually assigned the Contributor role specifically when made a member of the folder to see the Folder.   Is this expected behavior?
