Unable To Use the Cloud Admin Tool When P6 EPPM Stage And Production Are Different Versions (Doc ID 2511157.1)

Symptoms

When attempting to do any function in the Primavera Cloud Administration tool for a Stage database that was upgraded before Production, the following Errors will occur:

2019-01-24 23:58:26 GMT [ApplicationProvisionServiceImpl] - Assigning Application Access failed : PrimaveraP6Stage due to Error while creating user Error while deleting user A server exception occurred while trying to perform username token authentication: Invalid user name and/or password.
2019-01-24 23:58:26 GMT [UserResourceApi] - Assigning Application Access failed for user XXXX

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle CLOUD administration page.
2. Edit a user to grant P6 stage ENV access.
3. Notice that the operation fails.
