Unable to Process Term Events

We are receiving an error message BEN-990409 when processing termination events for employees.  

ERROR
-----------------------
This person cannot be processed. (BEN-990409)
This person might be a contingent worker, or might not have an employee or a benefits nonworker assignment. Contact the benefits representative to review the human resource data.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process termination event for employee
2. Error is thrown.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process and terminate benefits for employees.
