Symptoms

ACTUAL BEHAVIOR
---------------
After 18C upgrade, all HCM extracts are running for a long time and not getting completed. It was supposed to be completed in less than 15 minutes based on earlier testing, but now runs for a long time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit extract run.
2. Process runs for an extended period of time.
