Transaction Lines Not Created Running The Build Trade Transaction Action from a Shipment

Symptoms
From the OTM Help, the following is stated:
Note: The use of the action Create Trade Transaction is deprecated as of release 6.4.3 and will be removed in a later version.
Instead use the action Build Trade Transaction.
For the Build Trade Transaction, process to work you have to build a Data Configuration
(From Shipment to GTM transaction) and a Data Configuration Rule that includes the Data Configuration.
Then Proceed to Run the Build Trade Transaction Action from an OTM Shipment. (Navigate Action>Global Trade Management>Build Trade Transaction)
Results in the GTM Transaction being created, however, there are no Transaction Lines created for the Transaction.
