[OCI BM LBaaS] A PeopleSoft REN Server Pop-up Produces a "Cannot Connect To RenServer" Error

A PeopleSoft REN server is exhibiting several problems.
- Sometimes in the REN pop-up, the window stays in Queued status even though the process runs and posts successfully.
- Other times the pop-up produces a "Cannot connect to RenServer" error.
- If a Ping Test for the REN server is run, as shown below, it returns the error "init-tunnel failed to transmit after delay of 10 secs"
The environment runs on Oracle Cloud Infrastructure (OCI) and has three app servers, each with REN enabled, sitting behind the OCI load-balancer.
