Symptoms

While setting up a new Identity Provider in Security Console > Single Sign-On Page the creation fails and an empty error dialog box pop-up.

Steps to Reproduce Issue

1. Navigate to Tools > Security Console > Single Sign-On tab
2. Click the + Create Identity Provider button
3. Enter a Name
4. Select a Name ID Format
5. Upload SAML metadata for an IdP that contains a signing certificate and no encryption certificate
6. Click the Save and Close button
7. Click Done
