DBCS OCI-C 404 Error trying to access APEX on PDB1

ERROR 404 Error when accessing APEX
Unable to access APEX the accounts:
were expired and unexpired them but the 404 error continues.
Tried Re-starting ORDS and it fails
$ /etc/init.d/ords restart
it fails with error:
ERROR: Oracle REST Data Services process ended unexpectedly
ERROR: There was an error starting ORDS. Please check the log under "/u01/app/oracle/product/ords/log/ords.log" -- But the log has nothing
Ran the following steps:
a. cd /var/opt/oracle/ocde/assistants/ords
b. Run the following: ./ords –ords_action=verify
c. This will create a log in /var/opt/oracle/log/ords/ords.log
Ords log shows:
INFO: "ORDS RPM" verification exited with code: 1
