How to configure/restrict Line manager access to 'Shared Reports and Analytics'?

Login as line manager

Navigator > My Team > Goal or Performance > On the right side, click reports tab >
There is 'Edit setting' icon, where line manager has the ability to add or remove the reports from the catalog and that shows up under 'Shared Reports and Analytics'.

But after the line manager add/remove these reports, the same additions or removal of reports shows up for other line managers as well. It's not just that line manager setting.

Question 1: Why Line Manager has this access to add/remove reports? And how it can be restricted?
Question 2: Should line manager have access to complete catalog and how it can be restricted?

Is there any white paper that addresses these questions for Goal and Performance Management?
