Daily Sum Limit Policy Is Not Working As Expected For Expense Items (Doc ID 2512983.1)

When attempting to submit daily sum expense a violation is displayed for some dates and not others.
For example, A hotel entered on 1/1/19 for three days will save successfully.  A hotel entered on 1/4/19 for 4 days will fail
Date entered is populated on start date of expense, so its not expected a hotel stay on 1/4/19 will fail
