Valuesets Not Working On Person Profile (Doc ID 2513172.1)

Symptoms

The item value sets linked to seeded or custom content templates are not working. e.g languages has nothing available in the drop down list.

added a custom profile item from a learning course. The learning course was completed, and the profile item was added (but he couldn't see the profile item in the person's manage talent profile page). So checked if user could add it manually and this is how discovered user can not add any items (custom or seeded) manually.
