Cant Access To Weblogic Console After JCS Service Restart (Doc ID 2513289.1)

Symptoms

When attempting to restart the JCS instance, console job log says it is successful. But not able access weblogic console or ssh to the machine

The issue can be reproduced at will with the following steps:

1. Try ssh to the machine it will fail with "Connection refused." error

2. Tried accessing weblogic console and it didn't work.

Due to this issue, users cannot applications in JCS
