Why does the Review Completed Transactions form not return search results unless Item Description field is cleared?

Steps to reproduce the issue:
- Navigate to Review Completed Transactions screen in Inventory Management
- Enter search parameters of Organization, Item, and Transaction date
- Item Description defaults
- Click Search, and no search results are returned
- Clear Item Description field
- Click Search, and search results are returned
