On : 11.13.18.10.0 version, Performance

ACTUAL BEHAVIOR

system does not send email notification

EXPECTED BEHAVIOR

system must send email notification

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

User1 has been assigned role "channel Operations Manager"
User1 logs into Application
Navigator>Sales>custom object (Co-Brand requests)
select a record
drill down
Page opens up
make some updates/changes
save and close / save and continue
