Tree Hierarchy Not Appearing in Control Budget Structure Tree Details Drop-Down List (LOV)

After creating new tree base on Custom Tree Structure and tree version that has been labelled, flattened and active, and then creating new control budget, the new tree does not appear in list of values for the segment for which the tree hierarchy was created. Also tried to generate Refresh Tree for Budgetary Control process but tree was not available either. The <Note:2014771.1> was followed.

STEPS

The issue can be reproduced at will with the following steps:
1. Create a tree based on Custom Tree Structure, labelled, flattened and active.
2. Create new control budget and add budget Account segment
3. Click on Tree LOV for Account Tree details. It shows no values.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete Control budget creation.
