ACTUAL BEHAVIOR

PBS - Scope App

In some projects, it isn't possible to add a PBS item.

EXPECTED BEHAVIOR
-----------------------
Would be able to add a PBS item.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In SCOPE -> PBS -> I0m -> Add

2. Unable to add pbs after clicking Add.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use PBS items which can't be added.
