Warning reports in different languages - Non-English and English

We are using the Polish language pack, and all Polish users are using this setting before logging on. However when warnings or error messages are generated some are in English and some in polish. We would expect the system messages also to be in Polish. Could you please confirm whether this is a functionality or a bug. See attachments with various messages some in English some in polish. The customer needs to understand the logs from the general ledger process so they are only in English and they need to have them in non English language like Polish. They have language preference in Polish but still logs are in English. The provided example is for Journal import but it relates to all GL logs.

STEPS

The issue can be reproduced at will with the following steps:
1. Import journal
2. See process ends in error
3. Try to understand error
4. Logs are in English
5. Customer needs logs into Polish
