OCI DBCS : Patching Operation Fails With "DCS-10001:Internal error encountered: Unable to start db home /u01/app/oracle/product/12.2.0.1/dbhome_1." Error (Doc ID 2515989.1)

Symptoms

OCI DB System fails and the following error is reported when "dbcli describe job" command is run

"DCS-10001:Internal error encountered: Unable to start db home /u01/app/oracle/product/12.2.0.1/dbhome_1."

The dcs-agent.log reports the below error

PRCH-1001 : Failed to start resources in Oracle home /u01/app/oracle/product/12.2.0.1/dbhome_1
PRCR-1094 : Failed to start resources on node node01: (NAME == ora.orcl_abc.db)
CRS-5017: The resource action "ora.orcl_abc.db start" encountered the following error:
ORA-00603: ORACLE server session terminated by fatal error
ORA-01092: ORACLE instance terminated. Disconnection forced
ORA-01804: failure to initialize timezone information
