ACTUAL BEHAVIOR

Procurement Contract Approval is not working if approval is configured in multiple stages
1) Configure Contract Approval -> Approval configured in Stage 1 and Stage 2 level
2) Create a Contract and submit for Approval
3) Approval is getting routed to Stage 1 approvals but not moving to Stage 2
EXPECTED BEHAVIOR

The approval flow will go to the next approver
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create contract
2. Submit contract for approval
3. First approver approves
4. Contracts goes into Active
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot approve contracts as required
