Cannot Add Instagram Channel as a Resource (Doc ID 2517018.1)

On : 19.02 version, Workflow & Automation > Resources

Cannot add Instagram channel due to error message "You have no Instagram available", as the "Select a stream" dropdown is emtpy.

"You have no Instagram available"

The issue can be reproduced at will with the following steps:
1. go to Workflow & Automation > Resources
2. Add new Stream > select Instagram type > click Add
3. error appears
