Goal
The goal is to integrate OCI Key Management Service (KMS) with Oracle Cloud.
The docs here has noted limitation in character encoding, which indicates that "Plaintext included in the example request is a base64-encoded value of a UTF-8 string."
Our input data that need encrypting is ISO-8859-1.
Can ISO-8859-1 be used in OCI KMS? If so, how?
