Schema Service User Access Error "Invalid Authentication" When Using the Apex URL Directly in a Browser (Doc ID 2517521.1)

Symptoms

When attempting to access the APEX direct URL for Oracle Database Schema Service, the following error occurs:

ERROR
-----------------------
Invalid Credentials

The issue can be reproduced at will with the following steps:
1. Enter https://<SERVICENAME>-<DOMAINID>.db.<dDATACENTER>.oraclecloudapps.com/apex/

2. Enter Credentials


3. Authorization fails and the users gets the "Invalid Credentials" error.


The APEX Console can be accessed using the MyServices Console.
