Previously Working Corente Services Gateway to Corente Services Gateway Tunnel Broken After One Gateway Reboots

Symptoms
The symptoms cover a rare but plausible scenario in specific conditions:
- The customer has multiple environments in the same region/zone (for example a development and production environment) in Oracle Cloud Infrastructure Classic (OCI-C).
- The customer connects these environments using Corente Service Gateways (CSG).
- The VPN tunnel between the CSGs worked without issue for a time.
- Following a condition that causes one (or both) of the CSGs to reboot (for example CSG upgrade or cloud infrastructure maintenance), the CSGs are no longer able to negotiate a VPN tunnel between each other.
Changes
Any change that may cause the gateways to reboot such as an infrastructure upgrade, infrastructure maintenance, or a CSG upgrade.
