Goal

What is the reprocess strategy for Sales Cloud if Oracle Cloud or SOA services are down ?

Currently we are implementing a Custom Workflow and would like to know if Oracle has a reprocessing strategy in place if the SOA or other services are down due to technical difficulties.
This is crucial as if this happens in production and a workflow is pending we would like to know if the process will be resumed or will quit and we will need to re-initiate the process again.
