The issue can be reproduced at will with the following steps:
1. Sign-on to the application
2. Navigate to Customer Data Management > Address Cleansing
3. Click Actions > Create or the Create icon

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete Address Cleansing batch successfully.
