MFPCS: Uploading New CTL Files Does Not Change the OAT Options (Doc ID 2518280.1)

Symptoms

After uploading the modified CTL (Control) files to FTP and running the "FTP - Fetch Input Data" from OAT (Online Admin Tools), the user noticed that the changes did take effect. This occurs on Merchandise Financial Planning Cloud Service v16.0.3.x.
