On : 11.13.19.01.0 version, Create and Manage Journals

ACTUAL BEHAVIOR
---------------
When customer consumes ErpIntegration web service with bulk upload option, it should submit the "Import Journals: Child", but it didn't

EXPECTED BEHAVIOR
-----------------------
Import Journals Launcher should submit the Import Journals: Child

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Consume ErpIntegration webservice, have Upload to UCM method to submit the file to UCM
2. Consume another method to submit the Load Interface File job and Import Journals
3. Run a test case with file, webservice sends the file to UCM, triggers the Load Interface File, Import Journals but it didn't submit Import Journals: Child
