Fusion Compensation: WFC: Withdraw Button Not Available For First Level Approver

Once the worksheet is approved by first level, the "Withdraw" button shows on their screen in case they want to back out which is good. Then the second level approver is able to submit for approval and is also able to see the 'Withdraw' button after their submission.
The problem is happening after the second level approval select "Withdraw". When logging back in as the first level approver to make the correction, the worksheet is locked / no changes are allowed and the button "Withdraw" is no longer available on the screen for their selection.
