On : 11.13.18.10.0 version, Data Quality, Customer Hub

ACTUAL BEHAVIOR
---------------
When a Generic merge request is created and then processed through the Run Request Dispatch Job, it cannot be submitted; it remains in New status.

EXPECTED BEHAVIOR
-----------------------
After Running 'Run Request Dispatch' Job, In Duplicate resolution screen status for merge request type Generic should change to complete.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create a Generic merge request with Party Type 'Organization'
2) Initially, the status will be 'Pending' under Duplicate Resolution screen.
3) Run 'Run Request Dispatch' Job.
