After setting HCM_RESPONSIVE_PAGES_ENABLED to Y the UI is still not responsive

After setting HCM_RESPONSIVE_PAGES_ENABLED to Y, and all other profile option codes to Y, the application is still not responsive as shown on a mobile device.
The main login screen is still full screen, and so are every other transaction we can navigate to.
