Getting An Effective Date Error When Trying To Add Newly Created Item To A Change Order (Doc ID 2519472.1)

Symptoms

On : 11.13.18.10.0 version, New Item Requests and Change Orders

When attempting to add a newly created item to an ECO, the following error occurs.

ERROR
-----------------------
The new effective date for the affected object ###### is equal to or before the effective date ######## of the predecessor item. (EGO-2745557)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 Go to PLMC
1.Select Tasks -> Create Item
2.Create a new item
3.Open a new browser tab and create a new ECO
4.Add the new part to the newly created ECO

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot add a newly created item to an ECO.
