Primavera Action Links To Unifier in OBIEE Only Work the First Time in a Session (Doc ID 2519774.1)

When selecting an 'action link' in Oracle Business Intelligence the new window opens successfully the first time. If the action link is selected any additional times, a blank window will open.

The 'action link' to open successfully every time without logging out of Oracle Business Intelligence or closing then re-opening the browser.

The issue can be reproduced at will with the following steps:
1. Login to Oracle Business Intelligence
2. Open the the desired report.
3. Select the action link by selecting 'Link to BP Record'.
4. The desired window will open in a new tab.
5. Select the action link by selecting 'Link to BP Record' a second time.
6. A new blank window will open.

The issue has the following business impact:
Due to this issue, users cannot select the action link more than once in a given session.
