Bulk Uploading Pipe-separated Departments (Doc ID 2520215.1)

Goal

We have departments defined as pipe separated entities in EBS, and want to bulk upload the same to Fusion. We had been trying to do the same via HDL.
However, the pipe separated .dat file prepared for HDL is interfering with the department definitions, and therefore we aren't able to upload departments as intended.

Can we prepare a comma separated or any other symbol (tilde for example) separated file in .dat format and use it on HDL?
