Authorize Additional Data Access ADFI Is Not Working When I Opened The Sheet To Load The Data Roles (Doc ID 2520267.1)

Goal

I have too many roles which I need to assign to users, when I tried to load them from task " Manage Data Access to User" and click on "Authorize Additional Data Access", I am unable to see data getting loaded.

Is there any reason why this excel ADFDI is not functional? How should I load these roles against users?
