Symptoms

ACTUAL BEHAVIOR
WMS allowed a user to create an inbound shipment with shipment number null, the inbound shipment was for purchase order 1843696.

EXPECTED BEHAVIOR
Inbound shipment number should be created upon initial generation of the document

STEPS
The issue can be reproduced at will with the following steps:
1. Review IB Shipment screen
