Symptoms
GTM does not reset sequence for child Transaction Line IDs when trying to do Item Structure (BOM) assignment.
BNRule being used.

01. Create a Trade Item Structure: 119670159_S
02. Create a Compliance Rule Set Group ID for Item Structure assignment: 119670159_S
03. Create an Agent to run the Compliance Screening for Trade Transaction Line creation: 119670159_S
04. Upload an GTM Transaction XML to create a Trade Transaction and Lines.
05. Check the Transaction Lines / Child Lines

06. Delete the GTM Transaction and re-uploaded the XML file
