Error Message When Attempting To Create Work Order For A PO (Doc ID 2521150.1)

When attempting to create a work order for an approved PO [Open PO in Edit mode, More Actions ->Work Order ->Create], following message is displayed to the user:

"You must delete or finish all worksheet records before new work orders can be created."

What is the reason of this and what should be done in this case?
