Symptoms
When attempting to load DependentEnrollment data with HDL,
the following error occurs.
ERROR
-----------------------
The message is One of the designees of type is not eligible.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator -> Data Exchange -> Import and Load Data -> Import File drop down -> Import Local File -> DependentEnrollment.zip ->Submit
